Summer of 2021, my fathers neighbor decided to dig his "pond", or shooting hole deeper. The bank backed up against our property and .neighbor asked if dozer or backhoe could access our property. This required the barbed wire on the metal poles to be removed. He promised to return fence to its former statet

Here we are almost two years later and the barbed wire is still rolled up and a couple of fence posts bent to the ground. My 80 year old father is starting to get mad. This neighbor knows nothing about how to put up a fence properly either.

What would you do and what is the best course to steer?

I had a real peach of a neighbor on some property I own. Needed to access my property for construction. Young naive me just said sure just put it ( fence) back like you found it . 2 yrs later still hadn't put it up and he used my T post and barb wire on his property on one of his projects. I put up woven wire in its place and never said a thing. A year later it was the first time he had talked to me and of course he needed me again. I calmly unloaded on him about him not keeping his word on our first deal. Told him I'd half to think about granting him access again. I let him sweat it for awhile then drew up a contract giving him a set amt of time to put fence up to my standards and returning all my fencing he had previously taken down all backed up with $2500 cash . I would keep $1000 for my troubles and give him $1500 once everything was right. He did what he said this time and I gave him ALL his money back. This has worked well for me twice .

Like others above I'd say put the fence back up for your father and forgive your neighbor. That said, forgiveness means relieving debt, no longer expecting what's owed. It doesn't mean that you forget or that you put yourself out to be taken advantage of again. Perhaps when the neighbor sees you doing what he promised to do, he'll put some gloves on and come help. Doubtful but sometimes people can surprise you.

I call a fence crew in to fix it properly and make him pay it

Could be a chance for you to (a) fix the fence back to your liking and (b) teach your neighbor how to build fence. You may build a great relationship that will benefit you both later. Dont hurt to ask him.
