Is it too late to plant in an area that I can't water. I usually like to plant in December but would like to get a few more out?

I would say you are ok... But agree I like to plant December as well. I would say you are ok. I wouldnt wait much longer though.

I consider December through February to be the same for trees. Not that I'm an expert by any means.... But I have planted a few hundred and have learned a little from my many mistakes.
