Start them in mid february, they can sometimes take a while to germinate. Start in seed starting mix like Jiffy brand. When the first leaf comes out from between the seed leaves, transplant your best specimens to dixie cups (maybe 8 or 12 oz) with Miracle Gro potting mix. Keep the grow light only a couple inches above the plants all the time and leave lights on from the time you get up to the time you go to bed. Grow indoors until late April/early May and put in ground well after danger of frost. Then watch them grow, slowly, and they will produce many flowers that will fall off, until late summer, maybe late August or early September, then the plants will be big and start setting fruit like crazy. You will have too many peppers then. Don't water too much, they will be fine, peppers like the hot weather. Give em some water after transplant to help them establish, but then once they start growing good, don't water unless they absolutely need it. I don't think I watered mine at all after they were growing in the ground. Also I can't say for sure you won't get fruit till September, but that's how it worked for me. You might get one or two fruit at first. Lots of dud flowers until late in the summer when the plants were huge and then all those flowers start to set fruit and you will have dozens of green peppers that will turn red when ripe.

Hope this helps and good luck

Thanks Catman that's just what I needed. I picked up some mini green house seed starter deals from Lowes. What kind of grow lights do I need?
