Many different things could be happenning. How big is your property? What is the habitat like? How much pressure is around you and on the property? Fact is that you may not have many mature bucks using your property or you just havent seen them yet because of various factors. I hardly ever see a mature buck on my place until mid November when the rut gets them on there feet.

All the bucks have one normal rack and the other side is just one long horn

That is caused by pedicle damage. "Spike on one side" antlers are almost always the cause of a damaged pedicle (the side with the spike).

The pedicle is the "lump" on the buck's skull that the antlers grow out of. When dropping antlers, if the antler isn't completely ready to fall off, dropping the antler can act like pulling off a scab before it is completely healed--it can tear the center out of the pedicle. That type of damage is both permanent (in fact, it will get worse over time), and usually produces a spike antler every year from that damaged pedicle.

Another common cause of pedicle damage is bucks still sparring and rubbing as the antlers are starting to loosen. Pushing on the loosening antler can cause it to tear away, pulling out the core of the pedicle. This type of pedicle damage, and permanent "spike on one side" antler growth, is very common in the Deep South, where the rut is very late (approaching normal antler shedding time). basically, any area with a normal peak breeding in January or later is going to see a lot of pedicle damage-caused spike-on-one-side bucks.

So,are those cull bucks if you are looking for a two sided nice rack to kill since the bad side never heals?

Let's put it this way, they will never grow a normal antler on that side.

But the idea of "culling" a buck is to remove his genetics from the population. These spike-on-one-side bucks are not passing on this trait genetically because it is not a genetic trait, but a growth pattern produced by injury. So "culling" the buck does nothing positive for the local population. It simply removes a buck. Unless I was working with a captive deer population (high-fence) I would never consider removing a buck as doing something positive.

Now if you just want an excuse to kill a buck below personal standards--and that's what all "management" buck harvests are outside of a high-fence--then have at it.
