The legislation released by the Senate late Wednesday to reopen the government contains several surprises.

The bill includes extra funds to fix flooded roads in Colorado, a $3 million appropriation for a civil liberties oversight board and a one-time payment to the widow of Sen. Frank Lautenberg (D-N.J.), who died over the summer.
It also includes an increase in authorization for spending on construction on the lower Ohio River in Illinois and Kentucky. The bill increases it to $2.918 billion.

The Senate Conservatives Fund quickly called that language the "Kentucky Kickback," and said Senate Minority Leader Mitch McConnell (R-Ky.) secured that as the price of his support for the bill. Taxpayers for Common Sense says the bill would increase total authorized spending by $1.2 billion.

It also contained a little provision changing the way our debt ceiling is raised, essentially they turned over their duty and power to raise the debt. Now all they can do is vote to not raise it, if the president doesn't like that vote he can veto it and it would take 2/3 majority to override the veto.

So if he wants a debt ceiling raise then it all falls on him. But that is not supposed to be the executive branches job.

If they keep giving over their powers to the President Before you know it the title will be changed from president to dictator.

Yes, but only until February and the HOR still has to approve any spending. Not saying it a good idea, but it's not like they just handed Obama the credit card. Obama can raise the limit, but he can't charge anything without approval.

How ironic that the government got shutdown because congress wanted to control spending and dump Obamacare and what is the resolution but to spend more money.
