What's the best rings and mount set up for a pre 64 model 70 long action. I was thinking the DNZ 1 pc?

DNZ is all I use anymore. Solid as a rock and no lapping or misaligned rings to worry with.

What model would I use for a 40mm scope?

Low. I've got a Zeiss 3-9x40 on a Remington 700 in extra lows but with any other scope I don't think it would work.

My post '64 Model 70 has lows with a Nikon Buckmaster 3-9x40 and has plenty of room for the scope caps.

Here is what Talley Lightweight lows look like on my Pre 64. The scope is 42mm.

Is that a 10600 DNZ model?
