A. Remove membrane before smoking
B. Remove membrane after smoking
C. Do not remove membrane

Some like it, some don't. Its like chewing through a piece of balloon in my opinion and if you remove it, I believe the smoke will penetrate the meat a little easier.

From my experience removing it does two things—better flavor and more tender. I've done it both ways, and I would much prefer to have it removed.

if you leave it on it will help retain the moisture when smoking,I don't flip or foil my ribs ,meat side up .the back side dosent have any meat any way for the most part,I have done it both ways & as long as you don't over heat or let them stay on too long its all good,a paper towel will help you pull it off,tried every thing but cant beat the paper towels lol.I remove if grilling so seasonings can get to more areas

Since the membrane is in impenetrable, my theory is that it impedes smoke penetration from the bottom and circulation between the rib bones. It seems to me that if you are relying on the membrane to "retain moisture", then you would want your ribs face down in the smoker since you will lose moisture in a upwards/evaporating manner. Because moisture is lost in a upwards direction, I do not buy the "retains moisture" argument.

Baby back ribs in particular, should have the membrane removed. Because of their size, you should be able to work the whole bone over with your teeth, especially on those upper bits where you get a little piece of the loin.

If I am following your argument correctly, you are saying that the membrane "shields" the underbelly of the ribs from the heat. Is that what you are saying?

Virtually every other website I found with "pro tips" on ribs, suggests removing the membrane. examples:

Carefully work the spoon under the membrane to loosen but not tear. Once enough has been loosened, use a paper towel to hold onto the membrane as you slowly pull it down the slab to remove.

My theroy is it helps slow the moisture loss.it will still evaporate off the top but not as fast as it would by dripping off it.cook w racks 1 each way at same time & use no foil & dont attemp to eat the membrane as thats not the idea.no flipping just good smoke/heat management.you might be suprised

I didnt get fat by eating bad food.not saying any method is bad.managing a method can end in the same results.some are less work/lazy vs by the book/intense work.i have had ribs so tuff it would loosen a tooth but the flavor was great lol
