The filters used by DoD are the same as any other organization that uses web filters. Sites are categorized by the filter maker, and either a master database is downloaded to the filter on a regular basis (we go twice a day) or the filter queries the database online. The categorization process has both automated and human components, and there are numerous instances where blatantly subjective decision making by an employee results in a site or group of sites blocked because that employee either disagrees with the slant of the site, is lazy, or just has it in for an organization.

What most likely happened here is that an employee of the filter maker is hostile to the SBC and labelled it as a "dangerous" site of one kind or other; as I said above, it is hardly a new phenomenon. There are mechanisms in place to ask the filter maker to recategorize the site, as I have done on more than one occasion; whether an individual user has the ability to initiate that request or not depends upon the filter used and the management decisions used by the filter user (in this case, the Army). The Army could also explicitly allow the site within the filters - provided whomever at DA manages the filters, choose or are forced to do so.

With the publicity this has received, don't be surprised if the Army filter manager is told to rectify the situation one way or another.
