I'd think if thermal it would not be able to determine rails and other items that are of same temp through the tarp.

"We used a robot to pull the tarp off the boat," David Procopio of the Massachusetts State Police said. "We were also watching him with a thermal imaging camera in our helicopter. He was weakened by blood loss -- injured last night, most likely." A thermal image photograph, released Saturday by the state police, showed what authorities say was Tsarnaev lying in the middle of the boat.

From an article on the capture of the bomber. What you are seeing is a thermal image of a boat without a cover on it.

The convertible top is down, and there is nothing covering the guy. The camera is "seeing" only energy in the infrared range. No light is needed for this to work, although is works just fine day or night.
Everything in the frame is about the same temperature, except for the guy. The reason you can see detail is that the various surfaces all have a different emissivity. The tires and carpet have a higher emissivity so they will look slightly darker. The aluminum bars have almost no emissivity, so they will look brighter. The palette setting is set to black and white, with warmer objects being darker. (You can set the camera either way, warmer = darker, or warmer = lighter, but at night warmer = darker is easier on the eyes when viewing the monitor).

I believe the boat was facing west because the front is warmer than anywhere else, and the ground behind the boat would have been in the shade which would explain why its cooler than everywhere else.

I use a Thermal Imaging camera at work, and have a lot of training on Infrared Thermography. I know about 10% of what I would like to know about it, so I'm always trying to learn more.

The one thing that supprised me the most about Thermal Imaging is that it does not work at all through glass. You can see the surface of the glass, but nothing on the other side. If someone is standing behind the glass, I can't tell it with the equipment. If someone touches the glass on a single pane window, I can see only where the glass is being heated by the person's body temp.

One thing I do not know much about is X-ray. Especially the kind that the military or police would use. Maybe someone who knows about this technology will chime in. In my ignorance, I would think if X-ray was used to capture this image, you would be able to see some internal structure of the boat, and not just the surface.

Not surprised. They can read the date off a quarter on the dashboard of your car from space. Cool but scary technology out there.
