would it be illegal to take say a TC or CVA side lock mzl and cut the barrel off about 6-8 inches long ,remove all the trigger group and stock,then make a carriage and build a small 50 caliber Cannon from it,,

if you started with a sidelock single shot pistol muzzle loader I dont see why you couldnt???

Percussion, flintlock, wheel lock, etc weapons, antique or replicas, are not subject to GCA of 1968 or NFA regulations. State regs vary on this so you may want to check TN State Code. At least in Montana a sawed off muzzleloader that was sawed off after 1900 is illegal. How they prove when it was cut would seem to be a mystery
