I just tried to purchase my sportmans license and migratory permit on the new mobile web site and got all the way through the process and it kicked me out saying I had not completed the HIP survey. I went back and looked for a place to do this and never saw the option so I tried to purchase the license again and had the same results. Do you have any idea what it is and how I am supposed to access and complete this so I can purchase my liscense through my smart phone?

On a side note, I called the region 2 office and told the lady that answered I had a question. As soon as the words "I'm trying to purchase a license" came out of my mouth she transferred me to another extension without saying a single word or letting me finish my sentence. I never finished my question, she never said "hold please" or anything. The extension I was transferred to went straight to voicemail. I would hate to think that my employees would handle people this way on the phone. Whomever she was, I felt that wasn't the best way to handle a call. I have always had utmost respect for the TWRA but this lady is officially crossed off my Christmas Card list. \:\)

Sorry for the transfer issue. I'll make folks aware.

I'll forward your license purchase issue to our IT Chief. The HIP survey has to be completed before the migratory bird permit purchase can be completed. I'm not sure that can be done either online or on the mobile app.

I'll check.

Thanks SCN. I went back and tried it just purchasing the Sportsmans License and without the migratory bird permit and it went through fine. I then went back and tried to just get the migratory bird permit and it may or may not have worked because I cancelled the transaction when it tried to charge me a $3.00 online transaction fee for the free permit. I will just wait till I am in Walmart or some other place to pick up the free permit I suppose.

When you tried to purchase it the second time, did it move you to a survey?

The migratory bird permit is actually a survey required by the USFWS to gain biological data concerning migratory birds. I have been told that some license agents may be bypassing the survey and just entering their own made up data until they can complete the purchase for the hunter.

I'm guessing that license type may need to be removed from the app system. I've made my IT Chief aware of the issue.

It did not move me to a survey. It was at the point where it was asking for credit card info like when I tried to do both transactions earlier. My assumption is that it would have kicked me back out again since there was no way to fill out the survey.

When I tried it, I got to the $3.00 purchase price as well and terminated since as a lifetime license holder I am exempt from having to have it.

We'll check on it tomorrow and see what the deal is. When I ran it through the online (internet) version, it took me to the survey to complete.

Thanks for the heads up on the migratory bird/mobile app problem. When we checked into it, we found that the HIP survey part wasn't put into the app program. Therefore, it won't complete the purchase.

We will correct the issue sometime in the future. In the meantime, it is my understanding that they are removing the two migratory bird permits from the app system. They will have to be purchased at a license agent or online.

As I said at the Vous, I've never seen a system rolled out without an issue or two. I'm still pretty pleased with what I have seen, and we will be working on any bugs as they crop up.

This was Phase I. I am told that Phase II will come in late summer or early fall with a bunch of additional really neat features. That app will be a "real" native app available for free from the apple and droid app stores. The current app will be rolled into that one.

I think we started to wait and roll it out at one time, but it behooved us to to do the check-in part through the turkey season to see if there were any bugs before we jumped into deer season. And, we did want to try the license sales as well. We've definately found one thing to correct asap with the migratory bird permits.
