I am having a disagreement with a friend of mine on age requirement for the 200.00 fee for children 3 and under. A friend of mine that i am disagreeing with said it used to be 2 and under (at least 10 years ago), I am saying it has always been 3 and under every since this program began for Lifetime License. Can someone respond back to me on this?

My memory is that at one time it was two and under, but I have no way to check.

It was definitely two and under because I got my 11 year old son his license for Christmas before he turned two. Don't know when it changed to three
