That was my recolection of the statute. I was pretty sure that the flies were OK to sell. I knew that they sell plucked feathers and down for the pillows and mattresses. And, from discussions about eiders, I knew the mounted specimens or skins for the mounts were illegal.
I probablably would have missed on the ornamental and millinery. I'm guessing that dates back to the market hunting days where many species were shot out for the millinery business.
My USFWS friend is tied up on something right now and will get back to me when he can. From our initial discussion, this was his thought process as well.

Not sure about ducks,but yellowhammer flies are illegal to sell and possess if they have actual yellowhammer feathers.

Not sure about ducks,but yellowhammer flies are illegal to sell and possess if they have actual yellowhammer feathers.
They are illegal due to being in the songbird category of the MBTA.
There are some legal material substitutes to tie that pattern.

I would like to know a answer on this also, in I see duck feather earings for sale, mostly mallard (which could be a domestic bird) but have also come across teal and wood duck feathers for sale. If you can buy feathers for fly tieing and resell, why not other things like jewlery?
