When are the new licenses available?

Went to Bass Pro Shop yesterday and stopped by to get a new Sportsmans license. The girl there said they aren't for sale yet. I thought they usually were available a couple of weeks before the old ones expire.
Any idea of what day they are available? (so I don't make another wasted trip)

If you can get the new mobile app to download for you, you can purchase off of it today. There is a $3.00 surcharge, but that might be cheaper than a vehicle trip if you don't need to go for anything else.
