cool! lokks like i still need some fertilizer, but i was really worried about how to get the lime to the spots i was wanting to plant on and it seems that i will be able to get the smaller amounts I need in there myself.

You dont need any lime, which is pretty cool, and very unusual.

Not all plants "prefer" a neutral soil, but I know more about vegetable gardens than food plots so I could be wrong. I was thinking a slightly acidic soil is preferred by some plants. Not sure what likes to grow in such a basic soil (higher pH) but someone could chime in.

The pH on that would just not be accurate in my area, there would be a sampling issue. But I dont know about all areas in TN so I cant say it would be a sampling issue in your case. If I were you I would check the general info on that soil type in Web Soil Survey and see if it lined up even close to what your seeing as your pH level.

A mineral deposit in the ground could have an upwards impact on the soil pH, I guess.
I did a little Wikipedia reading. There's some interesting stuff in there that I didn't know. If your pH reading is correct, you might consider planting brassicas.
http://en.wikipedia.org/wiki/Soil_pH
Look at the soil map - it shows the TN region as being mostly acidic, with a small finger of neutral soil. Of course those are just averages, so it's not impossible to have slightly alkaline soil. But as others have said, it would be unusual.

Your soil soil pH is fine. Optium range for pH is 6.5-7.5. Your P is moderate and Potasium is low. Apply (2) 50 lbs bags of 0-60-60 per acre. Try to work this in to the soil before planting. Recommendation for N is 0-15 lbs per acre. I would wait for the seed to sprout before applying any nitrogen. If you feel you need it, then add 50 lbs bag per acre of 30-0-0.
