It's my understanding that all centerfire rifle cartridges are legal, but some may be ill-advised.

I killed a 19.5 wide 8 pointer with a .22 hornet with a ballistic tip, in another state about 10 years ago. Shot placement is everything. I was shocked @ the damage that bullet did. I also shot 6 other does that same year and every one dropped in its tracks. I had run out of bullets for my 7.7 at the time and couldnt find any so I borrowed the hornet from my neighbor. As long as the kid is confident with the gun and it is legal, I don't see any problem. JMO

The Hornet was invented to take down the largest of game with one well placed shot. Spine or brain shots is where it shines.

.22 hornet is centerfire, so it should be legal. It is very effective for deer.

Like most any gun, a 22 Hornet will kill a deer but you are pushing things to the breaking point here. The odds of having a good blood trail to follow are not good because that little bullet isn't likely to exit and will only have a tiny entrance hole for blood to leak out of. I have a Hornet but wouldn't even THINK about using it to deer hunt. There are so many better cartridges that I just don't see any reason for chancing a wounded deer.
But, Yes, to answer your question, it is legal.
