Make sure the bag is closed. Put it in the sink with cold water until the ice is gone. Then put the fillets in the fridge until they're thawed.
If you ever vacuum seal fish, put the entire bag in cold water in the sink for about 20 or 30 minutes then transfer to the fridge to get the final ice crystals out.

I used to use gallon bags but now I use quart or smaller. They will thaw out great in fridge in 2 days, maybe even one day. If you are ever in a big hurry, put them under faucet with a very small stream of water, just faster than a drip and check them often and move thawed pieces to fridge. When I'm having a big fish fry, I put them in a cooler the day before and move them around a couple times and they are usually thawed in less than 24 hours. If you don't move them around, the middle bags will still be froze.
