I'm not so sure about that... since pheasants are not "native" to Tennessee, they may not be governed by state wildlife laws.
I would like for scn to weigh in on this.

You can if they are released on a licensed small game shooting preserve. Otherwise, they are illegal to hunt in TN.

It requires a minimum of 20 acres and licensing/permitting through TWRA.
TWRA allows pen reared quail to be released during the statewide season and hunted within the state bag limits.
Any hunting for quail outside of the statewide season and bag limits and any other species requires it to be done on a small game shooting preserve.
The statutes covering hunting pen reared birds are found in TCA 70-4-412 and 70-4-413.

We tried it many years ago and found it would not work. The pheasants that were released lived to some degree (except for the ones killed by predators that like pen-reared birds), but there was negligible to no reproduction. It appears it has to do with their eggs in our environment.
We don't have the money/personnel for a stock and shoot pheasant program.
Is it too warm here?
My memory on it from school is that it had soomething to do with too much moisture/humidity on the eggs compared with the areas where they have successful reproduction. They may have found another cause by now. They would certainly be neat to have, but with no or very little reproduction it just isn't a doable deal.
