This is, IMO, a BS story to justify the use of drones on American soil. Take a nationally infamous criminal and claim drones are used to aid in his capture. Kinda justifies drones on American soil. Don't see how a grone could possibly locate one person in Southern California.

My point remains;

this incident (domestic use of drones) signals a major change of domestic policy.

With no disrespect for your record of service and experience intended, and I say that sincerely, Orville and Wilbur Wright let that genie out of the bottle in 1903. I cannot see that it really matters whether the pilot of a law enforcement aircraft sits behind a computer console or in a cockpit.
