General Question: WMA sub-Seasons

Can someone please explain why various WMA's have their own "sub-seasons" within the WMA borders?
For instance, why does quail hunting cease at Wolf River on 12/31, while it runs through February for the general population hunting elsewhere?
I'm not asking about one particular season or WMA, but just curious about the practice.

The simple answer is to better manage the resource on that partiular area. Some WMA's focus on a certain species or group of species and tailor management and regulations for that specific species.
The fields at wolf river are managed for small game. This brings more small game hunters to the area. Shortening the season saves more quail/rabbits to re-populate for the next year and allows the managers to begin burning in February if the weather conditions allow.
There has also been research that shows late season harvest of quail is detrimental to the population because the quail that make it to Feb are the ones that will most likely make it through the rest of winter and will be the producers of chics the next nesting season.
Each one of the regulations in the hunting guide has a well thought out justification from the manager that went through the chain of command and commission approval. Although sometimes it doesn't make sense to the hunter using the area.

I don't doubt someone wiser than I has reasoning for this practice. I just wondered what that reasoning was.
