Just to visit and get scratched on or to play with kids. But he is free roaming and has never been in a fence. Is there any legalities involved?

No legalities as long as it isn't confined, but could turn into a very dangerous situation. I know of at least two fatalities (people) in Tn from pet deer.

I wouldn't have my family around it.

I have them come up to the back porch at the farm house. But those deer have never been hunted, and I guess they see all the other animals that live there and figured it was okay.
I can sit on the porch, and as long as I don't make any sudden movements they just graze on the grass right by the porch.
