It seems to me that they are asking for a 25.00 membership fee..do I still have to pay to be a member even if I am a U.S. citizen?

It is the affiliates, of which you must a be a member to purchase firearms and ammo, that charge membership fees. Some gun ranges are affiliates and, if you are a member of the range, you're good to go. So, yes, you will likely have to spend at least ~$25 to be able to make any purchases from the CMP.

I went through basic with an M-14, shot expert. Steel butt plate like to killed me but I kept my mouth wired shut. Then I got my M16. It was like a toy. Really wish I could get a for real M14 without putting up one of my kids as downpayment

I would love to have one...but even through the CMP, they carry a pretty steep price tag.

If you find a CMP affiliated club with a $25 membership fee, let me know. Every one I found was a minimum of $100 plus an initiation fee.
