I hear her say "I take full responsibility"...then, there is no responsibility taken. Usually, when someone is responsible for something, there are consequences, I guess imo. 
They accept responsibility but not accountability.
It's the new "I misspoke" in place of "I lied to your face".
All they are saying is, "Yea, so.Wwhat are you going to do about it?"
