"baiting" a trapline ?

Is it legal in TN to use "bait" in a trapline for furbearers?
By bait I mean a Q-tip dipped into a jar of overpriced stinky gunk that is supposed to smell like food but really smells more like road kill mixed with a homeless lady's perfume.
It is sold as "bait" as opposed to "lure" which appears to be the same stuff mixed with fox pee.

That bait/lure would be legal for trapping. It is a scent attractant rather than something put out for them to eat.
