Its best to overseed in late September. I did mine in late October and it turned out great since we had very warm temps last year.
I think early spring would be a good time to fertilize and add pre-emergent but I'm not an expert.

Best to overseed in the fall. You can't overseed and put pre-emergence down at the same time. Well..I guess you can..but your grass won't come up. Just go ahead and aerate and overseed early spring. Or better yet...wait til late spring and sod with some Bermuda.

I aerate and seed & fertilzer in September, put down first dose of pre-emergent down mid feb, fertilize a week later, fertilize again about 6 weeks later, pre- emergent again first to mid May. I threw down some in a patch a couples weeks ago and already coming up.

Fall is definitely best. I tilled up the front yard in Oct. My yard is the only one around that's been green through the winter and it's fescue. Heck I had to mow yesterday since it has been warm and so rainy!

I buy all my seed from commercial lawn of sidco Dr in Nashville. I put down a triple blend Fescue. It came out good
