That statement could be interpreted a couple of different meanings. Would not someone be committing a crime by simply possessing a banned weapon or magazine?

all out ban in ny was defeated last i heard, it was only part of article. hearing more will not enforce if law passes, they dont relize sherrifs have more power then any law enforcement agency period.
