To be honest, the .223 round is not the best round for anti-personel use. But its what is issued.
This article is exactly right.
But in the hands of a well-trained rifleman it will do the job. With any caliber its the man behind the rifle that makes the difference more than the lethality of the round.

True, the job of the round and the basic rifleman is to take the enemy combatant out of the fight, not kill all of them. With the advent of better body armor I think the 6.8 would be better suited to the job nowadays.

A .223 is not designed to kill in military applications. If you kill an enemy combatant, you have taken one man out of the picture. If you injure him (the job of .223) you take out him and at least two others to provide aid/get him off the battle field. The jist of it is a kill eliminates one, and injury eliminates 3. At least this is what they taught us in Cavalry school, Ft. Knox, KY.

They mentioned it at Ft. Benning on more than one occasion in 1980 as well.... ;\)
