I like it, not a bad idea but . . . . If you would have welded the wheels on top, then you could have flipped it upside down when you wanted to pull it on the wheels, then the wheels would not be in the water when right-side-up. they might give you a little drag and affect maneuverability in the water but they will also give some flotation.

Maybe you could rig it to where the wheels come off when you get to the waters you intend to fish?

Actually, you just gave me an idea for a river-running boat. 
But instead of having the wheel axle on the bottom, it's going to be on the top, and instead of small wheels, going to use large ATV tires (just big enough to hang about 2 inches below boat bottom, with axle flush with stern. Might even mount another pair on the bow, making the river boat a true 4-wheeler!
Now, those ATV low-pressure tires should easily "roll" and absorb the river rocks, and when the water is too shallow, just get out and "roll", "roll", "roll" your boat, gently down the stream. This would be ideal for low water on the Caney or the Clinch!
