Question about youth hunt

We're carrying a 13 year old this weekend for the youth hunt and confused about what is required. He does not have his hunter safety certificate. Will he need a type 2 license AND the apprentise license to be legal?

If he is a resident youth, he will need the type 002 Junior Hunt/Fish/Trap license. The Apprentice license is needed in addition to the Type 002 to cover his lack of hunter safety.
If he is a nonresident, he will need the Apprentice license and a type 085 license.

Similar question...my 15 year old hunts parent's land but will be hunting off property this weekend. He has his Hunters Safety certification. What does he need to hunt off property?
If he is a resident youth he will need the type 002 license.
