With a handgun carry permit you can have ammo loaded in your magazine but not your chamber.

For a concealed loaded weapon your carry permit only permits your handgun, with the exception of loaded in your magazine. With a permit you can not carry ammo in your magazine or chamber they must be separate from your rifle.

It's legal to have your rifle, as a HCP holder in the truck, car, whatever and have the mag. loaded and in the mag well, just not one in the chamber.
