I was told that a TWRA employee at the Crossville office told a friend of mine that you cant carry a handgun in for this hunt unless you have a HCP. I was thinking that if it was a gun hunt you could?

The regs say any weapon and ammunition that is legal for taking deer, bear or elk. Centerfire Handguns are legal to taking all three, so they should be legal for this hunt.

On page 12 it says something about except on a WMA, I think, am going there now.

the barrel length and caliber restrictions were removed a couple of years ago. any centerfire is legal with no barrel length restrictions.
