From the looks of the barricades at other dams, no one will have to enforce it. You won't be able to get over the barricade if you tried.

My biggest complaint is the abuse of emergency rule making. This is a clear example of what that rule is not for. If they think this is a rule that must be changed they should have gone through the regular rule changes.
