Doe with green neck ribbon

While hunting tonight i saw a doe go by with a green ribbon around her neck ( it appeared to be a tag of some sort). are they being tracked without a radio tracker or could it be something else?

I was Hunting in Rhea county and it looked like what you put around your wrist when you go to Hospital ( when admitted). it was really weird and thought i might ask
