I have a son in law thats never been hunting & is showing intrest, since he is 22 will he still need to do the hunters safety course ??

Yes, it is required for anyone born after Jan. 1, 1969.
He may use the Apprentice license as a one year from date of purchase exemption from the hunter education requirements. But, that exemption requires an adult over the age of 21 that is hunter safety certified to be in position at all times to take immediate control of his hunting weapon.
