Ok I have a boat now. I have a hand written and signed bill of sale from the guy I bought it from.
He gave me is registration card that you carry when you use the boat also.
What is my next step to get it registered in my name and renewed?

Go to your local courthouse where they'll make you pay sales tax on it. More info here: http://www.tn.gov/twra/boatregistrations.html

The bill of sale will need to be stamped by a notary republic as well.

Yeah, that notary thing will come back at you in some counties. I had to track down the guy who sold me my last one to get this done. The county clerk wouldn't help me without the bill of sale being notarized.

The bill of sale will need to be stamped by a notary republic as well. It all depends on which county that you are in.

In Sumner county it didn't matter if the bill of sale was notarized or not. I went to the registration bureau (where you get your car plates) and was in and out in less than ten minutes, lighter wallet though.

I was told at the Sumner county license office in Hendersonville, that the license office prefers the use of a yellow form, Affidavit of Non-Dealer Transfers of Motor Vehicles and Boats...
The use of it, which is to ensure they have a signature of the original owner and his handwriting indicating the sale price. This is so they can charge the sales tax...based on a reasonable sale price, with a supporting statement if it is an unusually low price, why it is that low.
Purgery charges would be the result if they could determine it as a fraudulent statement of the reasonable value of the item. Kind of a voluntary statement of truth, by a signature, making you believe they will check your transaction out.
