Battery casing from the spill way back when? I doubt you want to put a flame to it, but if its part of a battery casing, it will burn and smell like rubber, because they were made from a very hard rubber.
Kingston springs is a bit far downstream though, is the object made of stone or could it be very hard rubber?

It almost looks natural, lots of rocks occur like that in nature, but hard to tell from just the one angle. The only way to know for sure if is indeed a celt, is it will have obvious wear marks on it from grinding. It should be highly polished in the middle where it would have been hafted and the same for the cutting edge, but most of that material I've found is very soft and not suitable for chopping. Could you post another angle of it .......
