If I remember correctly, white bass spawn at a water temperature of about 55 degrees. If you can find warm water discharges earlier in the year, they will ususually be stacked thick in there.
2 years ago I fished a steam plant discharge an caught an average of 25-30 fish an hour in the middle of the day (i.e. "non-peak" fishing times).
I fish the TN river for white bass mostly. The action at the dam won't get good until late spring sometimes, but if you move downriver you'll see schools forming for pre-spawn activity in mid-March.
Fish 6-8 lb test line and bounce grubs or similar jigs along the bottom, unless you see surface activity or evidence of suspended baitfish schools. Most strikes occur on the bounce as you are ticking the bait off rocks.

Me and a friend are headed to GSP early tomorrow morning to fish for white bass (stripe) as well as sauger and walleye. I'll let you all know how we do.

The whites are definitely hanging around GSP, we caught several today. Along with crappie, LM and spotted bass, tilapia, catfish, and one sauger. First time I've ever fished GSP and I hope to go back soon!
