The guns would be registered (presumably, like machine guns, subject to periodic inspections by the Bureau of Alcohol, Tobacco, Firearms and Explosives); owners would be subject to invasive background checks, presumably fingerprinting, etc. She did not mention the $200 tax stamp for every transfer (and would that also apply to magazines--each magazine?), but if they are to be regulated "like machine guns," that would be part of it. And ownership of the gun would apparently be contingent on a local judge or chief law enforcement officer approving that ownership--with the official in question not required to provide that approval, or even a reason for disapproval.

Failure to meet any of these requirements would be grounds for confiscation.

Class threes allready require sign off by CLEO of the county its to be bought or sold in. In TN and GA and most states your fingerprints are on file if you ave a carry permit. I can imagine the price of a single high capacity magazine if this were to happen!! A functioning small caliber machine gun starts at around 15K.

A Trust, Corp or LLC gets around the CLEO signoff, fingerprints and photo requirements that an individual Form 4 requires. TN is also a "Shall Issue" state so the CLEO doesn't have a choice if you want to go that route. MAC10s and 9s can be had for less than 5K$ and a 6 month wait. What the future holds is depressing and scary on all accounts but I'm very doubtful that NFA of 1934 will be opened up and amended(I sure hope it isn't). Time will tell.

Two good comments on this article:

If this does indeed come to pass, it may backfire. Declaring all AR15s to be NFA weapons and opening the NFA registry that has been closed since 1986 will place millions of registered NFA weapons in the registry. Presumably, once registered, there will be no legal reason preventing their conversion to select fire.

Likewise, if you do not register your firearm and it is made illegal, what reason is there not to convert it to fully automatic? Not that title II firearms are any more dangerous, but there would be little reason to keep an illegal firearm semi-legal, eh?

Under the current NFA unless you are a manufacturer you cannot convert ANY NFA weapon to full auto. Even then the manufacturer can only sell to military or law enforcement. He cannot sell a post-86 to a regular joe. It had to already be a machinegun in 1986 to get on the registry. Don't be mislead into thinking otherwise. And to think that they will require registration as a means of control rules out a new amendment to NFA that would allow converting semi to full auto which would put more firepower into the hands they want to restrict.
