My boss's daughter who is 16 (like a little sister to me) wants to go hunting and has asked me to take her. She has not gone through the hunter saftey course. Is the apprentice license all she needs to buy to be able to hunt youth season? Does she need a type 094 in order to kill a doe?

No.
Since she did not purchase a youth license before her 16th birthday (as I read from your post), she would need both a type 001 hunt/fish combo and a big game gun in addition to the apprentice license. It looks like it would be $67 in license costs for her to go on the youth hunt.
She would not need a type 94 on the young sportsman hunt to kill a doe, but woulld during the regular statewide season.
All the Apprentice license covers is a one year exemption from the hunter safety requirements.
