The small base dies will or should resize the case to minimum SAAMI specs. Example would be a .223 Rem fired in a 5.56 Nato chamber, that brass my not function when just FL sized in a tight match chamber. Most of the time an FL die will work but there are exceptions.

Typically you only need the small base dies if you are reloading for an automatic rifle(semi-automatic).
