It depends on the public land, seasons, etc. Call your local TWRA Regional office and they should be able to give you the proper information on the land you are wanting to hunt.
Not all TVA land is open to hunting.

I'm not TWRA but it depends on what county. Only select counties allow an antlerless right now.I am pretty sure TVA land is public.
