What is a CITES tag? How do I get them?

Found a place full of otters and have permission to trap them.
What is a CITES tag and the purpose thereof?
If I get a chance to trap this season and actually catch one...(big if), Do I have to get tags prior to setting traps, like a kill tag?
Or Do I have to get tags after catching one?
Does each animal need a tag?
Does the tag have to remain on the animal until made into clothing or sold?

you have to get a tag for each animal before selling or giving to somebody else, or sending out of state. Don't need it before trapping. The purpose of the tag is to comply with federal law and the convention on international trade of endangered species. River otters aren't endangered but sea otters are and they look similar, hence the need for the tag. Post up some pics of your sets and catches.

You get them from your regional TWRA office or county officer.

So I can go trapping, Catch an otter and keep it for personal use without a tag. Its only when I want to transfer it to someone else, I need to get a tag??? Is that correct?
CITES tags are NOT like deer kill tags then?

Hold on a minute!!! A red challenge flag has been thrown!
I think that otters require a tag no matter what, even if they tan the hide themselves or get mounted. Bobcats only require a tag if being sold or transported out of state but many taxidermists request they be tagged anyway.

Ok, One last time for the slow among us. ( Me and BGG ) 
Go hunt/trap. IF you are successful, contact the GW for your area and get a CITES tag.
You Do NOT need a CITES tag PRIOR to hunting/trapping?
Only AFTER you get an otter or bobcat...?
Is there any time requirement for getting the CITES tag? Like within 24 hrs of kill?

Correct, a cities tag is not needed prior to harvest of the otter or bobcat. There is no time requirement for getting the tag. Many trappers will wait until the end of season or fur sale to tag the furs which is fine.
