I have a 8yr old boy wants to duck hunt he has his lifetime license and a duck stamp my questions is does he have to have a migratory bird permit or is that included in the lifetime?

As a lifetime license holder he is not required to have the migratory bird permit.
In additon, he is not required to have a federal duck stamp until he is 16.
