I initially thought that a state run exchange would be the lesser of two evils, but I changed my mind about it the more I learned. The federal govt needs to completely own this fiasco called Obamacare. It is clear that the feds don't even know what all the rules are yet, so how can any state implement something that is a moving target which is subject to change at any moment? I would feel differently if the states would have a choice to participate or not and would hope that Haslam would tell the feds to take their Obamacare and shove it where the sun don't shine, but seeing as it is coming whether we like it or not it is not a 10th amendment issue.

As I understand it, the only difference between the two was that the State Exchanges placed a State appointed bureaucrat between the federal govt and the people getting screwed over. That way, the state took the blame and carried more of the administrative costs.

The feds ran the exchanges in both options.
