comes from where you grew up and what your state regs. are??? .... I would say, "yes"
I grew up in a different state where hunting and the regs. are a lot different. I have noticed since being on this site, you can see how TN hunters are pretty much inline with what is acceptable. I have even noticed some of the bias of the experts on this site that run in conjunction with TN state regs.
Don't get me wrong because I think TWRA is doing a great job. I just wanted to point this out because when these topics are mentioned....
Baiting Buckshot Running deer with dogs One buck limit
You can see TN hunters get fired up, even though these methods of hunting are excepted in other states....

The last 2 weeks of season for dogging deer does sound interesting to me. I love to rabbit hunt behind a good pack of beagles. But, unfortunately property lines become a big concern as deer tend to run much longer distances than rabbits.

Is it bias or tradition?

I grew up in NC where all of what you mentioned is allowed except we have a 4 buck limit in dog running counties. I'll admit it, I'm biased torwards NC deer hunting, but its not an insult to the TWRA or Tennessee. Its home and there are alot of memories involved. I will say after hunting in West TN and East TN, hunting does not seem to be as big a deal here as it is in NC. Also, when concerned with hounds, TN seems to be a very hound unfriendly state. Hunting with dogs (a tradition) of anykind just does not seem to be promoted as much as NC, SC, Va, Ga or Fla. Not really a knock on the state of TN, just an observation.

Grew up in NY where if you saw a dog running a deer you shot the dog. Moved to Florida when I was 18 and never could accept the dog/deer hunting because of the way I grew up and railed against it as hard as anybody. As I have grown older I learned to accept the reasons why they hunt with dogs. I still would not do it but certainly am not going to tell them not to do it or belittle them for it. So to answer your question in my case the bias I felt was because of the way I grew up.

Deer hunting with dogs is more of a "lowland south" tradition. In NC its legal in the eastern part of the state, but not in the western. I think that has alot to do with terrain and tradition.
Some places up north do not have a mourning dove season, and some states dont let you hunt turkeys after 12-1 pm.
WV has that turkey reg, so I cant hunt them in the afternoons, I dont like it...
My point is that some game laws are based on science, and others traditions/polotics, it is what it is.
TN regs seem normal to me, but that may be just because I grew up there.
I am very pro-dog hunting, wether for deer, bear, small game, waterfowl.

It all comes down to the hunting culture of specific regions and each state. The Deep South has a strong dog hunting culture, for example. I'd venture to say that if you tried to outlaw dog hunting in MS or SC, there would be a civil war. While the regs of each state certainly shape the perspective of the contemporary hunter, the regs themselves should also reflect the long standing hunting culture of that state. Dogs, bait, bag limits, heavy law enforcement, total lack of law enforcement are all aspects of this.
I often hunt in MS, and frequently just 25 miles South of where I live. Whenever I encounter other hunters down there, the aspects of hunting that they discuss and the way in which they talk about it, makes it apparent that it is an entirely different hunting culture than Tennessee. With the exception of the rampant "outlaw" mentality (i.e. total disregard of any and all game laws), I have no problem with the cultural differences. That being said, of the surrounding states, I prefer the regulations and hunting culture at large of TN.

I would say the two are very closely linked. Most biases come from traditional ways of thinking.

Great observations gator-n-buck. Yes, many views of what is "right" or "ethical" in hunting come from the hunting traditions someone is raised in.

Low killing power at distance. High probability of wounding loss.
