A few questions about sanctuaries:
Should a sanctuary be created that is near a property border or center/interior of one's property? What about a border sanctuary coupled with an interior sanctuary?
In existing mature growth hardwoods, how best to create a sanctuary?

I personally would try not to have a sanctuary near a property border unless that border is a main road or hwy. Your neighbors will be able to set up along your sanctuary and benefit from it instead of you.

Deep within your property would be my choice. As for creating one in mature hardwoods, you will have to cut an area out and let it come back with new regrowth to make it thick.

One of mine borders a "good" neighbor,but just because it was basically an area made to be a sanctuary,no wildlife valuable trees there.The other is in the middle of property.

Think about the dynamics of a sanctuary. If it's created on a border then you're basically creating one for you and your neighbor. If that border is a road you're also providing the opportunity for potential road hunting. On the other hand, if it's located towards the middle of your property then the deer can travel 360 degrees into and out of it all the while on your property.

If you have a good location for a sanctuary near a property border, just make sure you leave a easy-to-access, huntable buffer between the sanctuary and property line.
But as others have suggested, I prefer them to be interior to the property.
In hardwood environments,creating cover mean getting sunlight onto the ground, and that means removing standing trees. The easiest way to do this is to cut down or kill standing trees that have little or no habitat/economic value. The higher the density of trees removed, the thinner the canopy, the more sunlight on the ground, and the better the cover that will grow.
Once created, there are numerous methods available for keep the cover in that location (restarting the regrowth process). Or, you can create new sanctuaries in new areas as the first sanctuary begins to grow out of the cover stage (which will occur in 6-8 years, depending on the situation).
