There is not a permit for this. He will need to get in touch with the Area Manager of the WMAs he wishes to hunt and obtain their permission and input on areas where it might be permissible.

If he is permanently confined to a wheelchair, he can, with proof from his doctor, obtain authorization from our Executive Director to hunt from a motor vehicle. That requires an able person to be with him to retrieve any game, and DOES NOT give any authorization to use the vehicle off road on a WMA.

Scan,

Does he not need a sticker from the Tennessee Dapartment of Safety to operate a 4 wheeler on a WMA. If so, he would get that from his county clerk wouldn't he?

I believe you are supposed to have the TDOT sticker on any pulic lands and if I remember right, they only way to get one is from your county clerk after you pay the sales tax value of you wheeler. A year or so ago TDOT was writing tickets up on Prentice Cooper to anyone with out the sticker.

Again, there IS NOT a permit from TWRA or any other agency that will give him blanket approval to operate an ATV off road on WMAs. There is a permitting system for North Cumberland WMA for any ATV rider. You can contact our Region IV office for information on that permit and riding on North Cumberland.

Approval to operate ATVs off road on other WMAS are done on a case by case basis by the Area Manager of the WMA. As I posted, your friend needs to get in touch with them to see if there are any areas where he can be permitted to operate off road.
