Is there anything that you could plant that would fall under the baiting law. For example if you planted corn and let it stand. Would that be baiting if you didn't attempt to harvest?

If it is planted and grown it is not considered bait.

Nothing that is grown falls under bait.

For waterfowl, the crop can be harvested through normal harvesting practices and hunted over. You may also hunt a standing crop that has not been manipulated. Other manipulations are not allowed

For the rest of the species the crop may be manipulated as you wish with the exception of removing grain from the field and then bringing it back.

Supplementing the crop that was grown is also illegal.

So just to be clear, "other manipulations" would include planting a crop and then mowing it over (no harvest), correct?

Correct. Legal for all but waterfowl.
