Lime doesn't lower pH, it raises it. Adding an acifier would lower it (a substance that increases acidity).

Depends on the type of soil. But why do you want to go to 8? Most plants do best at around 6.5 to 7.0.

You could not put enought lime on the ground to raise your Ph to an 8. I believe the highest Ph CaOH (lime) can be is around 7.2

10-4, asking this for a friend and it appears his wires are crossed somewhere, I havent actually saw the soil sample results myself.
