Out of those 2, CZ but I think you can get one in a Tikka.

CZ's are a little heavy but I would choose it over the Howa any day of the week. CZ makes a very nice rifle and the set trigger is an added bonus. I have seen some stocks on CZs that were absolutely beautiful, and the things shoot lights out.
If you are considering the Swede I would also look at the Creedmoor. Ruger, Savage, and T/C all have offerings of the Creedmoor. Savage chambers the 260 also I believe. Regardless you are on the right track. I assume you reload and the 6.5 bullet selection is great

6.5x55, 260, and 6.5 Creedmoor all have about the same ballistics, so that may open up your options a bit. If you are stuck on the Swede, a lot of guns have been chambered in that over the years. Search Gunbroker and you will find a bunch. A sporterized Swedish Mauser makes a nice rifle, if done right and if you don't mind older guns.

Sako also chambers the Swede, and Outpost Armory has an 85 Finnlight sitting on the shelf. Not sure what your price range is but the Sako is about the best factory rifle you can buy
